Starts a namespaced attribute.

xmlwriter: 僅用于過程調(diào)用。被修改的 XMLWriter 實(shí)例對(duì)象。此資源來自于對(duì) xmlwriter_open_uri() 或 xmlwriter_open_memory() 的調(diào)用。
prefix: The namespace prefix.
name: The attribute name.
namespace: The namespace URI. If namespace is null, the namespace declaration will be omitted.

成功時(shí)返回 true，或者在失敗時(shí)返回 false。
