Starts a namespaced element.

xmlwriter: 僅用于過程調(diào)用。被修改的 XMLWriter 實例對象。此資源來自于對 xmlwriter_open_uri() 或 xmlwriter_open_memory() 的調(diào)用。
prefix: The namespace prefix. If prefix is null, the namespace will be omitted.
name: The element name.
namespace: The namespace URI. If namespace is null, the namespace declaration will be omitted.

成功時返回 true，或者在失敗時返回 false。
